比如说 规则是这样的,如果你先拿到球,那么你就赢了
The rules are like this, If you get the ball first, then you win.

that可以省略不用，后面可以用逗号或者冒号提示。

不对
are后面应该用these,是that的复数形式！the rules are these
if…，…是对的！

所有都对都可以。

The rules are as follow, if... , ...

最好是不要用that.
在这里无法解释也没有语法意义...
你的意思是把它当做表语的连接词么?
这样反而多此一举....

把are that 全去掉变冒号
还有把that 去掉.
